List performance reviews

Reviews are kept as history rather than overwritten, so one employee’s `overallScore` can be read across `reviewDate` to show progress. A DRAFT is visible to its reviewer and to HR; a SHARED review is also visible to the person it is about.

Required scope

The access token must carry this scope. A token missing it gets 403 Forbidden. Grant them to an API client under Settings → Company → API, and to a teammate under Employee → Permissions.
